right now a 

Intel Core i7-4790K Processor and MSI ATX DDR3 2600 LGA 1150 Motherboards Z97 GAMING 7 and the budget would be about 500-600$

 

Grab a 4690K and a GTX 770 or R9 280x that will be enough for a few years at least. also get the Gaming 5 instead as it's a cheaper board with all the right features.

-Where do you live?

-Where do you plan on buying?

-What resolution are you playing on?

-What kind of FPS you want to achieve?

-Is this gpu going to be watercooled or used as-is?

-What type of games (FPS only as stated ?)

-What kind of productivity applications will be used?

-Is the card going to be installed in an existing pc? What are the specs?

What type would i need for a gaming/ workstation pc for games like gta and outlast and does it affect like work related programs and stuff

Most rendering/modeling programs support GPU acceleration eiter Cuda(nvidia) or OpenCL(AMD)so it's all about what software are you going to work with?...also for rendering and work related tasks the i7-4790K is a better CPU...i also am with the guy who said the gaming 5 is the sweet spot as it packs all you might want and it's cheaper..but just as nice.

Also for your GPu you should look at either a GTX 780 or Radeon R9 290...i doubt you would be impressed by the 770 or the R9 280X as both are basicaly rebrands of last generation technologies (GTX 680 and Radeon HD7970)...the new gen cards (780 and R9 290) are quite a huge step forward and are worth the price tag.
