I would go with the V650. I don't know much about the CS650M, but the Cooler Master has all Japanese capacitors, thus leading to longer lifespan and more reliability. Plus, in your area, it's cheaper.

I'm getting a 650W PSU, but ican't decide between the corsair Cs650M and the coolermaster V650. As i don't know the differences between the two i need some help. (The cooler master is $10 cheaper where i live), thanks
