So in windows there is a setting that does when you rename files and change the exstension it auromaticly converts the file to the new file with the specified exstention you requested does anyone know where to find this setting

It doesn't convert the file. It just changes the file format, for example you have a .exe file, change that to html. It doesn't convert the exe to html, it just says this is suppose to be an html file so open it appropriately. Any case to change the file extension you just right click, click rename and change the extension. If it isn't showing then you have to go control panel, folder options, view, uncheck hide extensions for known file types.
