overclocking problem?

So I have the 4790k on a asus z97-ar board with a CL 240l cooler. I was trying to follow the Linus video for OC'ing the cpu but my "CPU core voltage" wont go over 1.2 volts I set it to manual mode and it keeps reverting back to 1.2 volts. Do I have to take off the OV_CPU jumper?
