I don't currently do any pc gaming (but I may try it in the future) so I'm going video cardless for now. My main issue is deciding on a motherboard.

 

(cpu and mobo prices are from microcenter's combo deal)

 

I'm thinking either the gigabyte ud5h (was originally thinking ud3h but the 5h is currently only $25 more) http://pcpartpicker.com/user/muchuchubacca/saved/mRM48d

 


 

 

I'm currently studying electrical engineering and occasionally do some programming and maybe cad. Would the i7 3790k be worth the extra $80 and is 8 gigs of ram enough?

the 4690k is more then enough with 8gb ram for coding, if you want to save money with the mobo switch the cooler to a cooler master 212 evo and msi g55 sli

I wouldn't say an i7 would be worth it in your usage description, I'd stick with an i5, overclock it, and get a good SSD (Samsung 840 Evo) to go along with it.
