If the motherboard isn't faulty it may be shorting on the case. Rebuild the system on a non-conductive surface outside your case and see if you still have issues.

 

RE. not turning on when a usb device is plugged in: check that any of the metal prongs from the motherboard I/O shield have not wedged into one of the verious mobo connections somehow.

 

I once installed my mobo and accidentally caused a metal tab from the I/O shield to wedge itself into a usb port.

Symptoms:

-Erratic windows behaviour and messages about surges on usb hub

-Random power downs / not powering up

-Static shock when tocuhing case / Electric shock when touching I/O (that's how I noticed what had happened).
