Black screen after reinstalling windows?

Ok so earlier today I reinstalled Windows 7 on my PC, now whenever I turn it it does the windows loading animation but after that the screen goes black. I have never encountered this problem today what should I do?

Sounds like it might be graphics problems. Try using different graphics such as integrated (assuming you're using discrete graphics) and see if you can boot into windows.

It also wouldn't hurt to to a CMOS reset. That happens to me sometimes when I'm messing with my graphics but a CMOS reset fixes things for me.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Do I take the CMOS battery out of my motherboard or do I do it through the bios?

Depends on your motherboard. You shouldn't have to take out the battery. There should be a button or some pins where you can reset the CMOS. If you're not sure, reference your motherboard manual - but it's labeled CMOS_RESET (or something along those lines) so it should be pretty self-explanatory.

I found a button on my rear IO. But uh that didn't work anyways

Hmm I don't really know ROG boards that well... Check for jumpers or your "OC area" on your board if you have one. Maybe it is on your rear IO. Check your motherboard manual.

Also, idk if this really makes a difference, but I turn off my power supply and wait a few seconds for all the capacitors to discharge before I do a CMOS reset.
