If you're running windows 7, you can use WIN+SHIFT+Left/Right arrow to move any window to another display.

 

If that does not work, make the TV your primary screen, it'll be an arseache if you have a lot of desktop icons, but it works.

You could also try setting the second display (TV) to clone/duplicate in the display options instead of extended as long as you don't use it as a second display in normal use, I think that might limit you to the lowest resolution of the two though (not sure) which could be a PITA if your TVs 720p and monitors something higher, might not be an issue though depending on your setup.

Software like DisplayFusion and ActualMultipleMonitors have ability to create rules for programs launching in certain monitors. But there's change that they don't work with games. Haven't really tried.
