Screen or Videocard problem?

Every time when i close a game brightness of the screen is changed (is higher) and sometime,while playing i get few artefacts,it happens more with demanding games like crysis 2,crysis 3 and tomb raider 2013...And i have no clue what it can be...Can be the screen? since it has always light flickering (barely vissible)... The screen its an old Acer X193w connected with vga to videocard.
