Right click lingering

title pretty much says it all i include a pic but when i right click sometimes the options tend to stay there unless i restart my computer

 i put 2 pics to show how its there even if i right click again

I've had that problem before and had to restart my computer to fix the issue. I only ever had it with Windows 7, though
