Is a VPN the solution for 503 errors?

All a VPN does is encrypt your traffic inbetween. Anyone on either end can still see what you're doing and who you are, just noone inbetween. That being said, your 503 was most likely fixed because most VPN's use their own DNS server, and the offending web server that was handing you the 503 was most likely the one your DNS was continually sending you too, and not too a correct working one, like it should. VPN's are safe, there's nothing wrong with them.

As you won't see  the 503 error via VPN is less likely the fault of the web site you're visiting, it's possible that there's an issue with your computer's or router's DNS server configurations and a simple restart of both might fix the problem.

But regarding the saftey of VPN, it's very important to get your VPN from reliable providers as not all them are worth your trust. Some diligently keep an eye on the types of traffic that you send through their networks while you're connected. They'll tell you it's in order to make sure you're not doing anything illegal, or anything that would damage their network, but that level of snooping means that they can track your data while you login to your bank account as well. So despite all the encryptions that a VPN companies can offer, complete security remains a matter of trust.
