@Bubblewhale made a pretty good build It'e below your budget, and going any further is pretty ridiculous! Also, if you plan on some more serious editing/photoshoping, then go with I7 4790k!

If you have a build for 1700 dollars, it's better to go with intel. Intel has better performance but AMD is much cheaper.
