A 2x8GB memory kit would be better than 4x4GB. It is more efficient. Puts less of a load on the memory controller. Allows for memory upgrades by simply adding a 2x4GB or 2x8GB kit.

 

I would suggest getting Windows 8.1 as it is newer and will therefore be supported longer. Also, new devices are more likely to be supported.

 

An ssd would make a real difference.

80+ ratings certify electrical efficiency. Not quality.
