Yes 80'c is safe. the i5-4670K is rated upto 100'c. BUT at around 82 to 85'c the cpu will throttle down and start running at slower speeds or turn off 1 to 3 off it's cores. if it thinks it's getting to hot. I personally try and keep mien under 70 if i can just so i know it will never throttle on me.

The CPU will not throttle down below 100°C. That's something else throttling it, maybe parts of the motherboard like VRM's or something.
