How to Partition - http://pcsupport.about.com/od/windows7/ht/partition-hard-drive-windows-7.htm

How to Format - http://pcsupport.about.com/od/windows7/ht/format-hard-drive-windows-7.htm

How to change Letter - http://pcsupport.about.com/od/windows7/ht/change-drive-letters-windows-7.htm

Win8.1 is much the same and this should also work on W8 as it does on W7, googling should give you the 8.1 method, IF its even different....
