I would go with this. The 240M is just as good as the 280L but heaps cheaper. I did pick a different case though (you might want to adjust that to suit your tastes) But this build is stronger
 
Edit: Changed motherboard to one more suited for CF'ing big cards.
Edit: For $100 more you can get an I7-4790k which will be better for future games when they use more than 4 threads.

Can I crossfire that r9 290 with this Motherboard? Its a 2.5 Slot GPU...

Should I go with the nepton 280L or would a CM 212 evo be enough, because Ive heard that the 8350 gets very hot by stock and I might Overclock it...

Going AMD with a $1300 budget is a bit pointless to be honest. Give me a moment to make a better build

Note, the 240M is not completely as good as a 280L however they are quite close in terms of performance.

if you want 2 Way Crossfire you got no coice No SSD and I Cannot use Intel CPU If you want crossfire and extra 150 $ for Crossfire

Yes dual Sapphire R9 290 Vapor-X will fit on the motherboard in the Phantom 530 case. However, the psu will be border line in CrossFire. I would suggest an 850W unit like the EVGA 220-G2-0850-XR or Seasonic M12II 850.

80+ ratings certify electrical efficiency. Not quality.
