Help display screen messed up, splashed color

after booting pc. strange horizontal lines come out and splashed color in windows startup. resolution is also messed up. i also noticed in the device manager that my gpu isn't recognized. it says "windows has stopped the device because it has reported problems (CODE 43)". i open the cabinet to check my gpu

and noticed there's a smudge in the pcb. maybe a rat peed on it or something. tried cleaning it with alcohol and with an eraser but it's still the same.

is there any other way i can fix this? Thanks in advance!
