weird usage issue

so i have a R9 280x and a 7970 GHz and when i run valley on one card its pinned at 99% usage but when i enable crossfire it bounces on both cards between 50-70% usage why is this i thought it was supposed to stress the cards out .

l Intel Core i7 4790K @ 4.5Ghz l Asus VII Ranger ROG l MSI GTX 970 @ 1555MHz l
