Motherboard problem

good day to all..

 

i'm in a middle of troubleshooting some old school pc here

 

the motherboard is not booting up.. 

this is an ECS G41T -R3 with a dual core intel procie..

 

these are the things i already did

 

*power on the PC, psu fan, cpu cooler fan starts to run.. then shuts down

(suspected that it was a PSU problem due to age, dust accumulation and being a generic one)

 

*bought a new PSU (CM VS2 500W) replaced the old one tried to boot it up.. again same action.. only fans ran up then shuts off again..

(suspected that the casing was grounding the components)

 

*removed everything out of the case, tried to boot up.. no more spin.. no sign of turning on.. tried to touch the motherboard then got a shock

so it was clearly there is power in the motherboard.. but why it wont boot up..

 

i'm suspecting that the motherboard is dead.. but i'm not 100% sure

 

so guys, can you help me out? thanks in advance :D

 

PS: if there are still things i haven`t done yet please share it and post it here

if you can take it out from the case

 

then run the CPU and Ram only

 

see if it posts

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Check is some capacitor blew up. It's common with old motherboards. And the best way to troubleshoot the components is hearing the boot tone of the BIOS. Different tones means different problems. ;)

no boot tone.. no caps were bloated.. i guess the motherboard is really dead :(
