cpu doesnt seem to throttle down.

I know this sounds silly, but it did this to my 4690k.

 

Have you changed the power options in windows? Setting it to "High performance" seemed to make the CPU go full power even when it wasn't needed.

Mobo: Asus Z97-A

CPU: i5 4690K

RAM: 2x 4GB Corsair Vengeance pro 2400MHz CAS 11

 

 

so when i first put this together last week, i noticed my cpu when idling would throttle down to 800 MHz,  then pop back up to 3900 MHz (which is the factory "MAX Turbo speed")...   now its flitting between 3.7 GHz and 3.9GHz and doesnt seem to ever go below that.  

 

the only thing in the bios ive changed is set the XMP profile for the DIMMs to their 2400MHz setting, turned on virtualization (dem legacy games!) and even tried turning the EPU "power saving mode" on in the bios,  nothing seems to of changed.

 

 

even with the bios at optimized default settings and the memory at a lower frequency it will still stick at 3.7-3.9 GHz.

Is it throttling due to thermal constraints and performance is being impacted or is this just the CPU naturally falling? Intel does that to save on power not just due to thermals. If performance isn't actually noticeably dropping than the lower clock rates wouldn't matter either. In fact that'd be a good thing, it means it's more efficient with energy.

go on bios and enable C1E,C3-C6 States manually if the @Flitters suggestion didnt work you
