Low-Power Server?

I'm looking for a cheap build what I can tuck away and ssh into remotely every few days or whatever. I don't want this to use much power, so my parents don't notice an enormous rack on their power bill. 

I will be hosting probably CSGO servers on it, but I might also want to host more than 1 type of gameserver, so it must have some power.

Any help is greatly appreciated.

For that it's probably just best to buy/use a normal computer. And also say you where to get a rack server(or any computer) that ran 24/7 at 300 watts. It would only cost around $25(varies a little depending on your local power plant) a month to power.

Gaming rig- Cpu- Amd 9590, 16gbs of G Skill Ram, Gpu- GTX 760 windforce 3 edition 2gb. A Thermaltake water 2.0 water cooler for my cpu. Keyboard- Thermaltake Posieden , Case- 750D, Mobo Asus 990fx R2.0. 24 inch Dell LED monitor

that is also dependent on the load, which a CS:GO server won't take that much horse power. In that case, I'd say it would be closer to $10 a month.
