Need help with controller on PC.

I'm using a controller to make a cinematic video and I need to change the sensitivity of the controller. I cannot change it in game and I was wondering if there was any software out there that can do it?

I know for a fact that there is, however I cannot remember the name and I also am not sure if it is compatible with win 8 since I last used it on XP
