What's the best graphics card solution you would put in? No radiators allowed

No budget, and all graphics cards allowed

No limitations to psu/gpu size

Probably the new GTX 670 Direct Cu mini by Asus. Read more about it here: https://www.asus.com/Graphics_Cards/GTX670DCMOC2GD5/

The things that limit the graphics card in a mini-ITX build are the dimensions of the case and the wattage of the power supply. There are cases available that will take the largest cards there are, and many use standard power supplies as well.

So what case are you going to use?

A sieve may not hold water, but it will hold another sieve.

i5-6600, 16Gigs, ITX Corsair 250D, R9 390, 120Gig M.2 boot, 500Gig SATA SSD, no HDD

Would have to be a GTX titan then. Thats essentially the only option right now for a high powered GPU without a rad. Or, maybe wait for GTX 7xx and see what those options are.

why not a 690? its more powerful..

Yeah, I dont know. I've always heard to go with the highest powered single GPU solution you can, and that is the Titan. There are definitely arguments for both sides...

you only have space for one card...its not like you can SLI.
