Frame rates really slow

I just built a new computer and my frame rates are awful for what they should be and I don't know the problem. 

MSI Twin FROZR  Gtx 760 4 gb oc edition factory overclocked

MSI a88x g45 fm2 motherboard

Amd Athlon x4 760k

8 gb of ram some old ram

Corsair rm750 

1tb hdd 

nzxt source 210 

 

I would love some help and feedback on this issue because im getting some terrible framerates in games most games at very low are running at 30 fps max

My bad and most games such as skyrim, league of legends, borderlands 2, planetside 2, dishonered, cs:go, and other games

latest drivers

You forgot to lable what GPU that MSI card is.

You didn't say what your GPU is, you just say its an 4GB OC edition.

Check whether you accidentally set your refresh rate to 30Hz as opposed to 60Hz.

 

If that is the case then reinstall drivers, check whether the card is properly plugged in and check the temperatures when gaming. If the temperatures are too high it will throttle so yeah that will give you horrible framerates.

Have you turned Vsync on in those games?

 

The refresh rate is 144Hz

Go into a game and play it for a while while monitoring your GPU activity/load with something like MSI afterburner and give us the results.

my cpu temps never go past 70 C and i was using fraps to check my fps and i check with afterburner my gpu usage never went above 50% and im confused on why because ive watched a ton of benchmarks and people are playing with my set up at max with 50-60 fps in most games

Which gpu usage not exceeding 50% you have a bottleneck. It's most likely CPU but since you said "8 gb old ram" it wouldn't hurt to replace that with solid 1600MHz memory.

Replacing the CPU with a good i5 or FX-8320/8350 (recommend i5 strongly) should alleviate the bottleneck. Not sure but an FX-6300 might suffice as well.
