Programs backup?

Hello. Is there anything I can use to periodically backup everything I've installed on my Windows PC without backing up the OS?

I want something that works similar to OS X Time Machine where I can install a fresh vanilla copy of the OS, then just restore the user account, programs etc.

Everything I've found so far backs up everything, essentially just turning your HDD into an image. This is pointless if I'm having problems that are caused by issues within the OS itself as they will just transfer with the image.

 

Does anyone know of anything that does what I want?
