Second monitor is Blurry

I just updated from Windows 8 to 8.1. Now all the content on my second monitor is incredibly blurry. I tried re installing drivers, changing refresh rate and changing resolutions and nothing is working. This isnt a hardware issue. Any suggestions are greatly appreciated.

Use some Windex and clean it with a cloth.
