They switch on with your PC, and switch off when your PC is off.....Kinda makes sense since the get the power from the PSU which is also offwhen the PC is off......you would need an external power source for that....

I have to manually switch off my PC, my mobo (maximus vii hero still lights up, when PC is off.

I am not entirely sure what you mean, but my asus p8z77i also still has one LED on, however this does not effect my LED strip. I can't attach that to my mobo, there is no connector for that on the strip

If you want a constant underglow effect you'll need to bring in an external power supply for the PC since once the PC is shuts down power does not go to the other connectors for drives, and accessories.
