Skyrim texture pack not working

Ive been trying to put texture packs onto skyrim ever since i had gotton my new graphics cards, but all th differant texture packs that i loaded only had textures for select areas meaning that the road may be 4k but the grass beside it would be vanila. so i heard then that there was a texture pack combiner that everyone raves about and i thought i would give it a go. to start, one of the essential texture packs isnt even available anymore (Skyrim Realistic Overhaul) as the mod creater had been baned from the nexus, it said that the mod will work without it but it wont be the same, s i thought nothing of it and continued to download all of the other nesisery mods and about 80% of the optional ones making sure that there was a texture pack that covered everything. in the end, the results were horendus, textures were all differant resolutions, 20 meter draw distances, textures being missing, flora being verythin even though i installed the summer verion and textures being low resolution .i.e the flora mod. but one of the things that anoyed me the most was the fact that sometimes in the distance, depending on what way you looked, the distant terain would just disapear. i see the likes of brodual's skyrim and it looks great, i understand that he has a few other mods on but for the most part he uses this method.

if anyone could help me i would be in debt to you. ive literaly tried this on 5 differant occations and to the same result. if anyone has any sujestions as to alternative mods, by all means let me know.
