Move the router to before the switch and your issues will go away.  It looks like you are trying to use the switch to add ports to the modem, but that will not work, as you only have 1 ip address available to eth switch. The router makes more ip addresses, allowing more devices to be connected (including the switch).

what should i do to fix this?

Move the router. It should be Modem -> Router -> Switches/Devices.

It should go like this

Modem --> Router --> Switch -- > PC

                                                   > Xbox

Correct. To expand on what you said before DHCP is the method that routers use to assign IPs to individual devices on the network. The switch does assign IPs, but the router must come before the switch so that the router is assigning primary IPs, rather than the router being assigned an IP by the switch.

what if i kept the pc and xbox connected and disconnect the router will that work?

It's unlikely, as the router really should be assining the IP adresses for your internal network rather than your switch.

No, because most ISPs will only allow you to get one Public IP Address per modem. You need to plug the router in first, to the modem, then plug the switch into the router.

Currently, you are trying to defeat the purpose of a router bypassing it completely.
