Aim? (Games(low, med, high), video editing, web)

budget?

You'll want to look into both a HD such as a Seagate Barracuda or WD Red/Black for storage and an SSD for your boot disk (better seeds with SSD's)such as an Intel 330, Samsung 840 Pro or Crucial M4.

You'll also need to look at a PSU. My favourite at the moment is the Silverstone Strider Plus series because they're between $100-$150, completely modular and are 80 plus silver. You'd need only the 600w.

Yes, don't get anything from AMD but an FX-8350 (8 cores, 4.0GHz). Even that one would bottleneck your video card, but not as much as the FX-6100. With the FX-6100, you probably won't get more performance out of your HD 7950 than with a HD 7770... Even if you don't play, the FX-8350 CPU is 90% more powerful (based on PassMark benchmarks) than the one you suggest. Most of your programs will benefit from it. It's worth the extra 75 USD.

It's not that bad. I mean, he'd almost certainly be better off with something else, but it wouldn't bottleneck to that extent, especially if he overclocked it.
