Hey there,

 

I upgraded to Windows 8.1 two weeks ago, and I have a weird mouse issue, when like a program is loading, my mouse pointer becomes slow, responses later than it should, an in just general laggy. BUT, it only happens when I'm loading something, not in the OS, not in games.

 

The other issue, that I read about is the mouse polling rate, I read that it's capped in Windows 8(.1) at some ridiculous value, whereas my mouse is capable of 1000hz polling rate, so that's my other problem. In games I enable raw mouse input, disable improving accuracy and mouse filtering, but it sometimes lags, or responses slow, or seems like it's dropping DPI / speed.

 

(Also, offtopic from the things above, but my CPU gets up to 106C [!!!] degrees by watching a stream, also if I play Dota 2, or just any game in general with a medium hardware requirement, it handles it for a few minutes then it starts lagging like crazy, the sounds get choppy etc.

I cleaned everything inside my case a month ago, so I don't really understand why it's happening, the heatsink is dust-free, so really no idea what's happening.)

Reapply the entire heatsink. Use new thermal compound and make sure it's not too little or too much. Pretty sure Linus has a couple guides on how to do it correctly.

 

The reason your PC is slowing down is because the CPU is getting so hot, it has to throttle to lower performance to prevent it from heating up even more.

 

Most likely this'll solve your other problems too.
