I don't think so.

  2. Maybe, most probably not though (ram is cheap)
  3. Because Rockstar is lazier than the average American, which is understandably difficult

I assume you mean 3GB of VRAM not system RAM, if you have 3GB of system RAM you should spend the money on a new system or an upgrade rather than games. As for the VRAM it's unknown because we don't know how well the PC version is optimized.

 

Reasons, It actually hasn't taken much longer for GTA V to come out on PC than it did for GTA IV and considering the scale of the game it's not surprising that it's taken longer.

yep i know that Rock star is lazy, but they make bunch of money on GTA V!!, I think when GTA V comes for PC and PS4 that they will make even more money!

Going forward expect games to require 64-bit Windows, with some of them not even supporting 64-bit Vista. If you are running 64-bit Windows, you should be running at least 4GB of RAM or more. Yes you can get by with using less, but you shouldn't expect to be doing any real gaming with that kind of set up.
