I just built a new PC last week and it works fine after boot, however it has some strange behavior during boot.

 

When the PC is shut down completely and I press the power button to boot, the fans and motherboard LEDs turn on, then everything goes off again, then on, and off then on again and the PC starts booting. I have no idea why this happens and I'm pretty sure it's not normal.

 

Specs:

i7-4790k

Asus Maximus VII Ranger Z97 (BIOS version 0904)

2GB EVGA GTX 760

8GB (2x4GB) Corsair Vengeance LP DDR3 PC1600

OCZ-AGILITY3 SSD as OS drive

500GB Seagate ST500DM002 Barracuda (x2)

750W Corsair Builder Series CX

 

 

Notes:

- The SSD, HDDs and PSU are from my previous build which did not have the problem.

- When I restart the PC this does not happen. Only happens during a fresh boot.

- Running Windows 7 Ultimate (somewhat irrelevant since it all happens before POST)

 

Additional Info:

- When the fans turn on for the 1st time they stay on for less than a second

- When the fans turn on for the 2nd time the last code on the Q-Code LED is 71, which according to the manual is for "PCH DXE SMM initialization is started"

Check the cable that controls the power button to the mobo make sure it's in correctly, 2nd thing to check is the PSU take it out the system, jump the PSU you see if the fans turn on of then on again, if it does then maybe there is a problem with the PSU

It's not the power button cable because I tested it with the in-build power button on the motherboard.

 

Testing the PSU may be...impossible. Would need to take out most of the components since the case has no cable management and some wires are blocked by components...I did not mount the PC myself since the warranty does not include installation damage...

if the PC build by a shop

 

bring it to the shop to let them verify the problem

 

I can only think of RAM as the other reason

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

I suspect it's the RAM or Motherboard. With the ram removed the system turned on normally and obviously gave me an error for missing ram, but there was no on/off cycle.

 

With the spare ram, it wouldn't turn on at all, infinite on/off cycle.

 

With the current ram same 2 times on/off cycle.

 

Will be taking it to the shop when possible.
