You cant. you have to do it by hardware if its the case fans. cpu fans can be done by overclocking also gpu can be done by oc too.

 

EDIT: By hardware i mean, like fan controller speeds. I got mine built in case! Dazumba Rocks!!!

fans plugged to mobo, then use software, or stuff that comes with some mobos, like in bios

yeah but some are not connected. Back fans, and cpu fans usually are the one connected to mobo

depends on mobo. some have multiple chassis fan headers

Just get a fan controller, they arnt that expensive and are the most simple option.

Depends. For most feature rich though not accurate, use mobos own software. For 4pin fans, Speedfan, also if you like to use curves. For 3pin fans and constant rpm, OpenHardwareMonitor.
