its really dependent on if you get a good chip or not. I was luckily able to get 4.6 ghz out of my 4670k while others had trouble getting to 4.2ghz. the silicon lottery is a real thing. If you are doing a new build, i would always go with the newer 4690k chip unless you are able to get some crazy deal on the older one.

they're both the same, same silicon everything, 4690 has a better thermal pad instead of paste so you could get lower temps but if you have a decent cooler it should be a problem anyway.

Get the 4690k. Its tim has been improved and that's loads better than getting a 4670k that might be a really, really bad overclocker and be really hot.
