He is probably lying. Maybe he thought it counts since windows logo to the wallpaper, haha.

My Windows Log says 35940ms = 35.94 seconds. But from my bios screen to a usable Chrome is only about 5 or 6 seconds in actual usage.

Specs are on my profile page

I dont think he's lying, it's possible with an SSD:

  1. Windows 8.1 with fastboot on
  2. Motherboard fastbootmode on ultra (skip all the boot checks and disabel unused devices)
  3. GPU which VBIOS supports UEFI GOP

You're not booting but returning from hibernation. It doesn't make a huge difference until you need to clean out your memory then you'll have to actually reboot your machine. Enjoy the speed.

I clearly know the difference between hibernation and rebooting, i'll never put my laptop to hibernation since it can boot up so fast

Around 5ish seconds to boot Win 8.1 Pro (this is after hitting enter on the boot manager on my MacBook Pro). For OSX Mavericks it is a bit slower, around 10sec maybe usually. Shutdowns usually take much longer actually, like 20-30 sec since that is really not about disk speed that much.
