But why is my GPU fully 99% in a Test Range with no enemies or targets and hop into a Multiplayer and got those numbers? My CPU usage when playing is 75%-80%.

i don't know battlefield 4 but if the map is pretty empty and you get very high fps, it is normal that the GPU will get to close 100% (burn test are always about very simple things but at very high framerate)

when there is several differents things to show some parts of the GPU have to wait the other

I would say your GPU usage percentage is consider normal

 

test with Unigine benchmarks and FireStrike and see your GPU load

 

I will worry if your CPU load is max out but your GPU is idling 

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

it's not how it work, but imagin as an example : 

 

1st quarter of the GPU have to do the terrain and water rendering

2nd quarter destructible buildings

3rd quarter characters

4th quarter post effects

 

for a frame, the 1st quarter can finish it's work a long time before 2nd one, but to release the frame all parts must be fully rendered

so, during this time, some parts of the GPU are just waiting

games are not perfect

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

i actually had the same problem with a very similar setup as yours

my specs where 

i5 3350p

ASUS GTX 660 direct CU II then switched to R9 270X (both same problem)

8 GB ram

kingston SSD NOW 300 120GB

HDD 500 GB

PSU OCZ StealthXstream 500W

 

and i also had the same problem,the gpu usage was simply not good,it looked like a cpu bottleneck but it really wasnt after all

it has something to do with powerdelivery that wasn't perfectly optimized for those graphic cards that i had

 

i even switched to an i7 2600K and overclocked it do 4.2 GHz but still the problem wasnt solved

than i got to my friend ho has an Gigabyte GTX 660 windforce i jammed his GPU in my rig and BOOM perfect usage in all games 99% on all 64 player maps conquest large

 

i mean it is a little bit retarded i had an ASUS GTX 660 that did NOT work this good but the gigabyte does? it dosnt make any sense my friend but this helped me.

 

Yeah there is one more thing to proof my point, i tested my system with all GPUs I mentioned in OCCT and with the first 2 under the Power supply test with all logical cores enabled in the test,my FPS would from 200 cut in half and also the gpu usage but with the gigabyte no problem at all.
