I'm looking to build a very basic work PC for around 500 USD/50,000 JPY. My necessities, in order of importance, are

  1. Reliability/Durability: The computer will be on more or less 24/7 and the longer the computer lasts, the better. This is by far the most important factor.
  2. Speed: Fast access times would be a big plus (though, when is it not?). So an SSD?
  3. Storage Space: A minimum of 500gb. I am considering running HDDs in Raid 1 for safety.
  4. One ~24'' monitor

Most of the work that'll be done on it is document editing, programming, and CAD work. No audio/video editing and no gaming, so graphics are not at all a factor. I already have a mouse, keyboard, and operating system. I live in Japan and can shop in Akihabara.

Thank you! The price of the monitor would preferably be in the $500 budget, though I'm willing to spend a bit extra (maybe around 40 USD) for a noticeable performance increase.

Storage: PNY XLR8 120GB 2.5" Solid State Drive  ($59.99 @ NCIX US) 
Case: Rosewill FBM-01 MicroATX Mini Tower Case  ($29.99 @ Amazon) 
Monitor: Acer G236HLBbd 60Hz 23.0" Monitor  ($129.99 @ Amazon) 
Total: $497.89
Prices include shipping, taxes, and discounts when available
 
You said you would be willing to spend an extra 40$ or so, you can do a few things with that if you wish. You could add an HDD if you feel you need more than 120gb of storage, you could get a better CPU (maybe an 8320?) or you could even add a low powered GPU. Up to you, let me know if you need help with anything.

Thank you for your effort, it's just the kind of build I'm looking for (although I might not need the 8gb of memory). This is a somewhat unrelated question, but are there websites which ship computer parts in or to Japan at a reasonable price? Most of the above retailers don't ship there.

You could use a site like http://www.myus.com/ (I use this one a lot), they pretty much create a mailbox for you in the USA and then ship your stuff anywhere you want.
