A system that can run games such as Payday2 and BF4.

​I also do a lot of video editing and graphic design. I use photoshop, after effects and cinema 4d.

A PC that runs whisper quiet.

Custom loop, don't need this included in build list(this is not in the budget).

I prefer Intel and Nvidia. 
3. Monitors
I currently have a BenQ 2460HM I believe it's called. The resolution is 1920x1080.

No need for another.
4. Peripherals
No OS or peripherals needed.

5. Why are you upgrading?
Planing to dive into the world of water cooling and getting into the new generation(Very old hardware currently).

Unless you're going with a nice custom loop which wouldn't be that cheap, air cooling would be quieter and cheaper.
