Depends, if its gaming, cas 10 is better when its 2133, if its normal stuff, 1600 cas 9.

I'd go with the first set. The lower latency will likely help you more than slightly more speed in everyday use.

I'd go with the first set to, the lower latency will give you more speed and responsiveness.

Also RAM Speed doesn't actually help much if you are using your PC just for gaming.   

 

So unless you have a good reason to buy a RAM with more speed and  even then i would recommend a higher tier, you should just go with the first set.
