He should build a totally new system, everything there is way out of date, it wouldn't be worth it to spend more money on it.

He must change PSU first, for not to destroy his PC. 200W PSU is so weak, that he should not stress his PC at all.

 

New PSU + GTX 750Ti or R7 265.

With a 200watt psu you can't buy a graphics card that I would consider decent and low end gpus aren't worth the money anyway. If you want to change it, I suggest you get at least a 400watt psu and a radeon hd 7770 Ghz, you can find those for dirt cheap nowadays. You should consider a completely new system soon either way.
