I don't think there's any difference between 7 and 8/8.1 in terms of gaming. Just pick the one you would enjoy working on every day (unless you have dedicated gaming PC). I personally use 7 because I hate the 8 interface. The 8.1 is supposed to be better with the new start menu but still.. That's not to say that it isn't any good. I've actually used 8 and it was actually faster and it had some awesome features. Unfortunately they were overshadowed by the stupid interface and the horrible picture viewer that really pissed me off. 

So just pick one that you feel you would enjoy seeing and working on every day. I don't think there's any difference in terms of gaming.

Windows 8.1 is cheaper than Windows 7 (at least in my country), it has better optimizations so games generally run faster on Windows 8.1, it takes less time to boot because it's a more lightweight OS.

Ill take 7 Same as wildy, even though 8.1 is lighter, i dont think its a complete product.

Ok i will take windows 7 but i want to buy desktop i mean pc not laptop what i take ultimate or what is the best windows 7 for pc desktop not laptop
