I have a core 2 Duo clocked at 2.7ghz

I'm planning on an upgrade by getting 8gigs of ram and the Gtx 750ti

I'm not gonna play at 1080p I just want decent playable Fps in med to high settings at 1366x768.

Is a CPU upgrade absolutely necessary?

I really am running short on cash and even if I want,the best I can get is a core-i3

So, can I get decent gaming without upgrading the CPU?

That doesn't really answer my question?

You shouldn't have to upgrade your cpu, especially at such a low res.

Problem is that you have dual core cpu. Most newer games need quad or more cores. Like BF3/4 for example. You should look for Quad cores like Q6600. You can find them pretty cheap and they will make a difference. I was running stock Q6600 a year ago and could run BF3 with nice decent fps.

Like 1 game maybe and even then not substantial. Dual core is still fine, now a dual core that old is a different matter.

Ofc new (1-2y) dual core would be enough. But talking about OPs situation C2Q would make real difference.

I had a Core 2 duo up to just late last year with a AMD HD5770, every game I played with it was fine, the old joke...will it play Crysis?...Yes it will, ok you might not be able to have every special effect turned on or the highest resolution with some newer AAA titles but I'd say you should be fine at least at running them, but when you do finally have the money down the road again CPU and motherboard should be your next upgrade.

IIRC the CPU matters a lot in low resolutions and it starts getting less important at high-res
