64gb SSD is going to be a massive pain to work with unless you will reallocate your Program Files to another drive. As for moving the OS you will be better off installing fresh especially since (I assume) you have more than 64gb of stuff installed. I'd say go at least for a 120gb or a 250gb since they really aren't that much nowadays.

I'd install fresh, then delete my Program Files and Windows folders off of my HDD, and keep all my old files on there. However I'd still go with at least a 120GB, even if that means getting a slightly lower performance model, because in the gap between 60 and 120GB SSD's, the actual convenience of having the doubled storage outweighs a lot of other aspects. 64GB is just enough for me on a phone, never mind a desktop.
