^^^ This. I doubt there are any rules against it but counting on the TSA to know its just a PC and not a destructive device is a risk I would certainly not take.

You should be fine as long as it goes through the x ray machine thing where you put laptops.

 

Just disconnect the gpu so that turbulence/vibrations does not snap it as they really are not that secure.

I certainly would not. Especially an mITX build, as most people are not familiar with a PC of that size, if it was mATX or ATX, then it might be different. 

 

My Father is an Electrical Engineer and was flying to Europe pre 9-11 and got questioned pretty good about some diagnostic equipment that he had with him. In the end they asked him to check it and not carry it on.

I don't imagine there would be any issues, give your airline a call ahead of time to see if they have specific regulations for these types of carry-on.

I'm not a 100% sure but my guess would be no since we are all treated as terrorists when trying to fly.

I had called TSA recently as I was curious about brining a mATX build as carry on (domestically)-- N200. I was told that there shouldn't be any issues...but it would be completely dependent on the agents on staff. As such I ended up deciding to just rebuild it when I get where I'm going.
