What? CX430 isn't half-passive...

It varies fan speed depending on the load.

 

"Ultra-quiet 120mm fan delivers excellent airflow at an exceptionally low noise level by varying fan speed in response to temperature"

 

Though I don't know if it completely shuts off

I have a similar one, my friend has got the non modular 500W and they don't turn off.
