Help with boot!

So I have an MSI motherboard (a78m-e35) and an XFX R7 250e gpu. When I turn on the system I get nothing on screen. My screen wakes up and shows a little 99 in the bottom right corner and nothing else happens. I never see the MSi logo or any type of boot or BIOS menu. I was wondering what may be wrong. Also in the motherboard setup booklet it says to put OS in before trying to do the BIOS. But I;m pretty sure you need to set up BIOS before doing OS. Another problem I am having is that NONE of my USB ports are live, they are all dead, making it impossible to put my USB stick with OS on it in to get the OS going. I am just really confused and need help. If anyone could help me out that would be such a big help and greatly appreciated.

I would try removing your gpu and plugging your monitor into your motherboard to see if it boots and see if you can get into the BIOS.

I assume you have the monitor hooked up to you dedicated GPU, if so disconnect it and hook you monitor up to your motherboard and see if you get to your BIOS and ultimately the ability to install your OS.
