650W is not enough for 280x Xfire.

you will need at least 750 Watts PSU to power the 280X CF

 

use the psu calculator from coolermaster website to check your wattage

 

and if you OC you need to add more to the calculation

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
