My GPU runs at like 75oc when gaming, will lowering the mem clock from say 1500mhz to 1450 help cool it abit?

No, but lowering the GPU clock and GPU voltage will.

The core clock is usually the main contributor of the heat so it wouldn't be noticeable or worth the drop.

ah that's the thing it's not at all overclocked, all at stock, can't even move core voltage (locked)
