It's a fairly rare card, most places don't have it. But like it was mentioned in your other thread, this is the same thing as 2 r9 290x they literally put two of those chips on the same card and run them in crossfire. I think it will be better and cheaper to just buy 2 separate 290x cards instead.

Why would you want a referance card? it would run really hot with a stock cooler

All 295x2 right now are reference.

but ASUS makes them with upgraded coolers what I meant why buy one WIth the AMD name on it that will probably have a shitty cooler

stock even if you found one sold By AMD it would probably have a crappy cooler in my opinion that saphire one you linked would be pretty good since it comes with a liquid cooler already. but yeah it would probably be cheaper to buy two R9 270X and run them in SLI which is bassically all the R9 290X2 is

To go into a bit more depth (cause I'm sure you'e going to ask) a "reference" card means that the company selling the card follows all of AMD's (or Nvidia) specifications. Meaning the PBC is the same, the chip placement is the same, it has the same amount of vram, mostly the same frequencies and most important of all the GPU cooler is the same. What most vendors do is "non-reference" meaning that they usually put better coolers, different PBC design (so the cards are sometimes shorter) and because of the better coolers they ship with factory overclocks. 

Most reputable companies that do non-reference cards charge more money but can perform a lot better so they're preferable (EVGA, Asus, Gigabyte, Saphire sometimes, etc)
